Concrete and Winter Plans for Shared Property Access
ASRE serves Whitehall homeowners, businesses and shared properties with concrete, excavation and commercial snow removal. We handle surface replacement and ground preparation, plus plowing, salting and walkway clearing for commercial sites. Describe your driveways, entries, parking areas and the work you need included. Call 610-797-3212 for a free estimate and a discussion of the property layout.
Whitehall's Public Works guidance distinguishes Township street work from roads maintained by the state, including MacArthur Road. Private lots and building approaches need their own service plan. For curb and sidewalk construction, check with Whitehall Township for current requirements. Its permit form calls for inspection of forms at least 24 hours before concrete placement. Show ASRE the public frontage and private surfaces separately so your estimate accounts for the intended replacement and the access routes people need while work is underway.

Whitehall Sidewalk Inspections and Snow Responsibilities
Check with Whitehall Township for current requirements before installing or changing sidewalks. Its Planning, Zoning and Development Bureau directs property owners to contact it about sidewalk alterations. The curb and sidewalk permit form calls for form inspection at least 24 hours before placing concrete and prohibits closing Township roads without prior Township approval. Review those items when discussing deliveries and construction access. For winter service, check with Whitehall Township for current requirements. Section 21-35 requires sidewalk snow and ice removal within 24 hours after falling or forming stops. It also prohibits shoveling snow onto a street after plowing and piling snow around hydrants so they become inaccessible. The ordinance assigns owners responsibility for multi-business and multiple-dwelling properties. A shared-property plan should therefore identify the entire frontage, entrances and storage areas. Public Works notes that MacArthur Road is state-maintained. Arrange snow clearing for your private lot and building walkways separately from public road clearing.
How it works
Review the Site Before Setting Coverage or Construction
- 01
Identify the property use
Call with the Whitehall address and explain whether the work serves a home, business or shared building. Note operating hours where relevant.
- 02
Map the affected areas
Review public frontage, private pavement, equipment access and drainage. For winter work, mark doors, paths and snow storage space.
- 03
Confirm the work and coordination
Discuss the included construction tasks or winter services. Account for Township requirements and confirm scheduling or service availability.
- 04
Review the work
Check the completed area against the agreed plan. Discuss new concrete use or changes to commercial winter coverage when property needs change.

Frequently Asked Questions
Straight answers to the questions we hear most. Need something else? Give us a call.
Who should I contact about Whitehall sidewalk alterations?
Check with Whitehall Township for current requirements. Its Planning, Zoning and Development Bureau lists sidewalk installation or alteration among reasons to contact the office. The curb and sidewalk permit form also calls for inspection before concrete placement. Bring the Township's direction and your proposed work limits to ASRE so the estimate accounts for the applicable construction steps.
Who handles sidewalk snow at a Whitehall multi-tenant property?
Check with Whitehall Township for current requirements. Section 21-35 assigns the owner responsibility for multi-business and multiple-dwelling properties and requires clearing within 24 hours after snow or ice stops falling or forming. ASRE discusses commercial clearing plans with property owners and managers. Identify front and side sidewalks and confirm which areas are included and who is responsible for each.
Does road plowing include the parking lot at my business?
Treat road maintenance and private-lot service as separate work. Whitehall Public Works notes MacArthur Road is state-maintained. ASRE's commercial snow service covers agreed private-property areas such as lots, drive aisles, entrances and walkways. Provide the layout and operating hours, then confirm availability, pile locations and salting coverage before choosing a seasonal or on-demand arrangement.
Can concrete replacement include the ground preparation?
ASRE offers concrete removal, excavation, grading and base preparation with new concrete work. Explain the existing surface condition and how the replacement will be used. A commercial parking area and a home walkway have different use and access needs. The estimate should state the preparation and replacement included, along with any separate restoration or inspection coordination.
